Conditional. The TM's biological PAN can call out, network, and everything like a commlink does, except save and store data. The catch is receiving calls. A Matrix Service Provider's system cannot identify a TM's biological PAN directly for connecting a call & messages. In short, you can call out but no one can call in.
Now you can go cheap on a low end commlink and slave it to your biological PAN. A MSP can find said commlink and route calls to you that way.

Besides, you don't want to run without any commlinks in general. One random sweep that finds you have RF signals and you obviously don't have the hardware for it and you're made as a TM. Then there's the ability of being able to collect and spend nuyen; not everyone has readers for credsticks.
