Let me talk through through this. You have to make the test, else you get a penalty. Making the test allows you a standard reaction test against any attack, else there is no reaction test versus attacks and next round all passengers suffer -2dp.
If you also sacrifice your second action to "dodge" you get to roll reaction
+ driving (in lieu of dodge). Sound fair?
