A BF Heavy Pistol with 6 points of RC is actualy more powerful than an assault rifle in close combat, even more so when dual wielded using ambidextarity.
Over all though, I think two pistols with BF, integral Smartlink IIs, and 3 points of fired one at a time are more reasonable.

My typical answer, being the flash-git GM I am, would be to hand the player a laser-pointer and something on the wall to point at. The dot goes to the point and stays.
Give them another laser-pointer and five'll-get-you ten, the dots go wandering...
That tends to solve arguments.
(caveat: If the dots stay still, you probably have to let them use two smart-links.)

In my experience, the first laser dot will anyway, with or without the second laser...
Go ahead, try it yourself. Either way, the dot/s will move around.

The dots stayed still, do I win? It really is as simple as green target/red target. Hook up a console and dig out Ninja Assault or Time Crisis and give it a go with 2 light pistols.
Anyway isn't the 2 weapon smartlink system about whether both guns are shooting the same target, that's much easier than shooting a different target with each gun. From memory isn't there something about FOF identification with SL2? Couldn't that be used to sync the 2 targets? I've always thought that because the 2nd weapon increases the number of dice available for attack that represents the skill in targeting both guns. Dice=Probability not actual damage
I as GM always applied half the Smartlink bonus for each weapon when using 2 smartlinked weapons
