The Mark:Here.Your pocket-secretary chimes with an incoming file. Tak has done his work as usual, there's a complete CV on the mark, as well as, a last known address. Looks like Lucien Ballefour was researching a vaccine for VITAS-II and decided to start human testing earlier than approved by government regulation. His methods were highly unorthodox, but he swears that he has a vaccine if not a cure.
Lacking any major funding, Ballefour Pharmaceuticals falls in the high C range of corporations, climbig towards a B with their recent white papers released on advances in mapping the pharmaceutical impacts of SURGE on metahumanity. With holdings in the UCAS and Europe, Ballefour seems poised to make a jump up the corporate ladder, officially requesting permission to be recognized by the Corporate Court for extra-territoriality. This is rumored to be a ploy to shield Lucien Ballefour from direct prosecution by hiding behind a many-layered blanket of paperwork. Pushing aside the coporate mumbo jumbo, you find houses leased to Luke Baiour in New Orleans and London as subsidiary lodging for Melchior Munitions.
Debian had done his work, it looks like Ballefour bought tickets for the suborbital flight that you found a link to, but he never boarded. Yesterday Ballefour went to the bank and withdrawn fifty large--half in certified cred, the other half in hard currency. Apparently a video feed from the bank security cameras shows Ballefour joking with the teller about going to New Vegas. In the past few weeks, Ballefour has been somewhat of a recluse avoiding the office. He told his secretary that he was working from home due to legal troubles.
At the Street Doc:Air compressors and pressure regulators are stowed in a row of tubes and hosing. It looks like the system has been taken apart, but assembled it would be possible to refill SCUBA tanks.
You find a large box clearly labeled with several bio-hazard markers, beside the box is a rack of test tubes. They all seem filled with a viscous blue fluid. The vials are labeled Vaccine 3.7. ---"You may have a problem, that vaccine you gave me is a genetically modified strain of HMHVV. I'm not sure if it will actually make a person into a ghoul, but it seems a little too risky to actually try it on someone."
Helios notes some of the interfaces on the table for suction and transfusions look...off...unable to put a finger on what is wrong with them, he starts to trace the path down under the table. He rips off a panel and finds a micronized blood filtration system. It looks like it splices one of the suction lines through the filter where a small vial similar to that in the fridge is added to the mix and sent through a transfusion bag back into the patient.
You hear a clear hiss as the pressure release is activated and pressure is stabilized between the air you are breathing and the biohazardous contents of the box. Lifting the top clear, several small tubes are immediately obvious. They are clearly labeled with a bio-hazard symbol and the words "Level One Viral Agent: VITAS."Laying beside the viral solutions is a thin cylinder designed for holding compressed gas. It is roughly five centimeters in diameter and twenty five centimeters long.
At the House:The library reveals two articles that seem to be heavily used, both are dealing with the VITAS plague. The first talks about an experiment examining a remote population in the South Pacific that a team of researchers stumbled across that seems to be highly resistant to VITAS. The second refers to recombinant experiments splicing the Krieger strain with a retrovirus to re-write sections of a rat's DNA with pieces of the virus. This process offers immunity in thirty percent of the females tested on. It is only seventeen percent effective on males.
From the Computer--Skimming through it on his way to Edana's it became clear that the doctor was ill. The early stages of research for the vaccine had been in traditional retroviral areas. Take the RNA strands of antibodies that the body creates as it fights off VITAS then splice them into Meta-Human DNA to create a natural antibody that lays dormant in the system until it comes under attack.
Ballefour references a pygmy tribe in the Pacific in his research, that is when his research methods changed. He looked into the Krieger strain of HMHVV and captured several feral specimens to begin experimenting with. One of them bit him and Ballefour contracted the disease. That is when his mind fully understood the vaccine. By using his own blood as a source of the virus, he began to tamper with it and test on patients who were coming in for his services as a street doc. Personal journal notes indicate a change in his own tastes and a need for metahuman feeding. He found a way to enable himself to eat without people noticing through his own sexual choices. The journal doesn't go into explicit detail.
Stumbling Blocks:>>>News feeds are flooding every local station about terrorist activity striking Seattle. Reports are varied, but everyone is sure that during the middle of the morning commute, biological agents were released at the Central Train Station in Seattle. Passengers are being recommended to limit their contact with others as it is believed that they may have been exposed to the VITAS plague, a highly contagious airborne disease.
"Once again, Ballefour Pharmaceuticals is offering a VITAS vaccine to the Seattle public to combat the attack dealt this morning. Inside sources say there are only ten thousand vaccinations available but more batches are being produced over the next few days. Blood tests will be necessary to make sure that each recipient has not yet become infected."

Down the street a motorcycle revs to life and a figure in a black and red racing suit pulls the visor down on his helmet before driving away.
