That is, head-first (LAWN DART!), feet-first (standing up), or in some other fashion.
Otherwise, I'd suggest making the winner "...the one who hits the ground and lives to tell about it...", or "... the one who hits the ground and survives with the least number of injuries...", or something of the sort.
Just putting in my

0.02, mind you.

The heretic #1 would hit first as that one is farther away from the weight of a drop bear, and therefore has less experience at short flight target acquisition. Unless heretic #1 got that way from drinking Drop Beer, but then they wouldn’t be a heretic.
Heretics bounce. True Drop Bear members never hit the ground. They kill crush maim and destroy their victim then climb the tree again to wait for another.
